Actively Reducing Blind Spots in Welfare

1. Enhancing Welfare Information Services On All Fronts

  • Multilateral Promotion of Customized Welfare
    • Integrate promotional strategies into actual lives, matching public interests and needs- Creation of promotional materials for various media such as 129 Call Center, Bokjiro Portal, TV, etc. Distribution of promotional materials to local governments and welfare facilities nationwide, etc.
    • Use influential media such as social media and online communities to communicate directly and publish a welfare guidebook to be distributed in local governments/public offices nationwide (540,000 copies), e-book publication
  • Active Utilization of Personal Networks
    • (211,000 public welfare servants/local residents) Expansion of neighborhood interpersonal networks to all neighborhoods (eup, myeon, dong) nationwideto discover welfare target recipients, connect with private resources, and monitor target recipients

      * 31,000 On-site public servants, 94,000 village heads for welfare, 63,000 members of local social security consultative bodies, 23,000 Good Neighbors

    • (1.74M professionals in healthcare and welfare) Utilize private social security workers and employees of welfare facilities to uncover, report and activate blind spots. Confirm eligibility of targets and provide assistance for reported cases to actively reduce blind spots

      * 770,000 caretakers, 500,000 employees of facilities, 560,000 medical and emergency rescue professionals

2. Preemptive Identification of High Risk Households Under Government 3.0

  • Utilization of Public Big Data
    • Analyze data from KEPCO, Social Security Information Service, etc., to identify at-risk households with history of cut-off electricity and water. Timely checks by public offices in the eup, myeon, or dong to preemptively uncover at-risk households (twice annually)
  • Welfare Benefits History Management System
    • Implement ‘Basic Pension Applicant History Management System’(Jan ‘16) that informs newly eligible applicants after changes in criteria after rejection of previous applications,Seek expansion through customized benefits

      * Application for history management during basic pension application→ In case of non-eligibility, eligibility (income and assets) is tracked annually for five years→ Confirmation of eligible targets → reapplication

  • Enhancing Convenient User Features on Bokjiro Portal
    • Expansion of “Find My Welfare Services”function on public portal “Bokjiro”to all welfare projects (207 in ‘15 →360 in ’16)
      • - Expansion of projects available for online application (8 in ‘15 →10 in ’16) including support for single parents, allowing for convenient application in the home

        * Two online application projects including the single parent support project added in ‘16, expansion of online application/processing of simple civil requests such as financial information disclosure agreement and payment account changes

3. Expansion of Essential Services for Vulnerable Groups

  • Improved Care and Safety for Vulnerable Groups
    • (At-risk children, youths) Expansion of low-income children management cases (academics, emotional development, nutrition, etc.)andhelping youths outside of the school system to obtain academic certification, find employment, or start businesses
      • - Utilization of local community network (neighbors, schools, etc.) to build system of early detection for child abuse cases through home visits and safety checks for at-risk youth
      • - Medical check-ups for students outside of school system andenhanced special support for at-risk youth (livelihood, medical expenses, etc.) (MOGEF)
    • (Seniors who live alone)Utilizing private enterprise, senior employment, and neighborhood safety networks to provide seamless monitoring and safety services,providing housework services to seniors aged 80 and above living alone with limited mobility (seniors receiving care:‘15. 450,000 →‘16. 470,000)
      • - Developing and expanding ‘shared living home’model in which seniors living alone share a renovated senior center/village hall to prevent problems such as skipping meals/loneliness

        * Plan to utilize senior employment in shared living homes for meal preparation, cleaning, etc.,under examination

    • (Disabled individuals) Development and expansion of Integrated Support Model in which welfare service wants are accessed comprehensively upon application for disability registration, providing a one-stop service that connects seniors to the required support programs, enhancing customized service support according to disability type of individuals with severe disabilities

      * Target recipients of services for disabled individuals: (’15)58,000 → (’16)61,000

      • - Development of local community-based visiting services model for nighttime protection of individuals with severe disabilitieswho need 24-hour care, distribution of model to local governments (1Q ‘16)
      • (fires, emergencies) and provides immediate dispatch of fire fighters (‘15. 8,000 →’16. 10,000)
      • - Establishment of Local Support Centers for Individuals With Developmental Disorders (17 centers), establishment and operation of Behavioral Development Promotion Centers (2 centers) (Q2 ’16)
  • Expansion of Welfare Resources Through Expanded Connections With Private Services
    • (Connection with private services) Provision of appropriate services through connections with psychological/emotional and medical servicesfrom private professionals through efforts such as collaboration between child protection institutions and local medical institutions
    • Seeking national expansion of ‘Social Contribution Donation Banks’(2 in ‘15 →17 in ’16),which provide volunteer senior care services and support for low-income groups with donations of food and goods through Food Banks (437 food banks)

      * Social Contribution Donation Bank: Users can accumulate points according to hours spent volunteering for seniors, points can be used personally after one reaches 65 years of age or donated to family members or third parties who need to be taken care of.

      * (Progress in ’15) 5728 hours of caregiving activities (talking, cooking, cleaning, laundry, chores, etc.) donated to 222 seniors in 2 areas(Dalseo-gu in Daegu, Cheongju in Chungbuk Province

4. Support for Relieving Factors of Uncertainty Such As Retirement Preparation

  • Enhancing Support for Retirement Preparation
    • Retirement readiness diagnosis (Finances, Health, Leisure, Interpersonal Relationships, etc.)and planning services through Retirement Preparation Support Centers (153 centers), on-site visits, etc.

      * Service target: National pension recipients, subscribers, etc.→ Entire nation

      • - (Financial) Finance management consulting and checking expected pension from pension portal to plan retirement income
      • - (Health) Preventative health management such as leading a healthy life- no smoking, cut down on drinking, regular exercise, etc., prevention of chronic ailments, etc.
      • - (Participation in society)Participation through volunteerism, employment, lifelong learning, hobbies and leisure activities, etc.
      • - (Interpersonal relationships) Forming social relationships and getting psychological therapy, etc.
  • Institutionalization of Catastrophic Health Expenditure Support
    • Seeking institutionalization of catastrophic health expenditure support for lower income groups with high medical cost burdens currently being implemented temporarily

      * Examination of financing methods through pharmaceutical rebates, health insurance subsidies, etc.

  • Seeking Protection of Vulnerable Single-person Households
    • Utilization of big data on welfare to conduct detailed analysis of vulnerable single-person households- current status, risk types, policy targeting for various stages of life cycle for vulnerable single-person households

      * (Increased ratio of single-person households) 9.0%(’90) → 23.9%(’10) → 31.3%(’25)

      * (Risks of vulnerable single-person households compared to multiperson households) Seniors 3.8 times more likely to be cut off from society, middle-aged people 4.6 times more likely to have suicidal thoughts, 1.8 times higher youth unemployment rate

      • - Establishment of Joint Comprehensive Plan between relevant ministries to focus social security projects conducted by the respective ministries on vulnerable single-person households

        * Integration between the various social security projects carried out by the respective ministries such as employment, housing, consultation for quitting smoking, dietary planning, regular checking in, therapy, etc.
