Enhancement of preparation for aging society

1. Creation of conditions for preparation for old years by the entire population

    • (Service for preparation for old years) Significant expansion of customized consulting service in the four major fields (financial, health, leisure, and interpersonal relationship) according to indexes by age, gender, and job type

      * Online diagnosis service: 30,000 persons (2016) → 50,000 persons (2017) Offline diagnosis and counseling service: 80,000 persons (2016) → 90,000 persons (2017)

      - Expansion of the scope of providing integrated information on public and private pensions (including farmland and occupational pensions)

    Local center to support preparation for old years
  • (National Pension) Continue to aim at eliminating blind spots*

    * Proactive promotion and implementation of a system of late payment so that career-discontinued, full-time housewives, etc., can acquire the right to receive pensions or receive a greater amount of pension by extending their subscription periods.

    * Expansion of the subscription scope to include business places with short-term or daily workers receiving at least a predetermined amount of salary, and the reorganization and expansion of support for insurance premium payment for small-sized business places with a focus on new subscribers

    - By organizing and operating a committee for presenting the results of the fourth round of financial calculations (2018), discussions to be held regarding issues related to public finance forecasting and institutional improvement (April, 2017 to August, 2018)

  • (Jobs for the elderly) Flexible support for expanding market-friendly jobs

    - Promotion of conversion to elderly-friendly enterprises (new business development subsidies: 30 million won), reorganization toward multi-year financial support based on performance results, and relaxation of the requirements for minimum employment*

    * Previously, 30 employees → 10 ~ 20 employees by type of businesses (considering the employment scale, etc. by type of businesses)

    - Increase of activity allowance (200,000 → 220,000 won), expansion of beneficiaries of talent sharing program (the elderly → the entire population), and other measures for improving projects for public service jobs

2. Diversification and quality improvement of long-term care services

  • (Integrated home-based services) Visits to provide comprehensive care, nursing and welfare services - the implementation of the second pilot project for integrated nursing services

    - Development and application of a system for supporting monthly medical expenses to enhance the applicability of the model of integrated services, and the reinforcement of linkage between the standard use plan and service plan

  • (Improvement of service quality) Improvement of the system for evaluating nursing facilities*, and a review to reduce the support of medical expenses in cases of long-term care institutions ranked the lowest consecutively as the result of such evaluation

    * Reduction of document-based evaluation and introduction of observation and question-based evaluation, and in cases of community life households, a separate evaluation index to be developed in consideration of their characteristics and scale (2H, 2017)

  • Establishment of the second basic plan for long-term care services (2018 to 2022) to prepare for the aging society and the aging of the baby boomer generation

3. Institutional improvement for aging society

  • Improvement of the medium and long-term institutional improvement plans for soft landing of aging society by reviewing the overall performance so far

    * (Example) Establishment of human resource strategies in recognition of decreases of productive population, improvement of education systems to reflect decreasing school-age population, and securing of mid- and long-term financial sustainability following increasing fiscal expenditure
