Consideration on「the Convention of the Rights of the Child」on Sep. 18 to 19


- There will be consideration on Korea’s implementaion of the Convention of the Rights of the Child at the United Nations Headquarters in Geneva, Switzerland.
- The Korean delegation will consist of related government agencies, including the Ministry of Health and Welfare, the Ministry of Foreign Affairs, and the Ministry of Education.

□ The Ministry of Health and Welfare (MOHW, Minister: Neunghoo Park) and other related Ministries and agencies, including the Ministry of Foreign Affairs, the Ministry of Justice, and the Ministry of Education will participate in the Committee on the Rights of the Child held on upcoming September 18 and 19 in Geneva, Switzerland to receive consideration on Korea’s implementation of “the Convention on the Rights of the Child”.

○ “The Convention on the Rights of the Child” is a convention on human rights of children such as survival, protection, development, and participation under the 4 basic principles, “No discrimination”, “Priority on child, Rights to survive and develop, Respect on child’s opinion).

○ The Convention on the Rights of the Child was adopted by the UN General Assembly in November 1989 and the Committee on the Rights of the Child was established under the United Nations Commission on Human Rights to monitor implementation of the Convention by its State parties.

○ The Republic of Korea ratified the Convention in 1991 and received the first consideration in 1996. After the consideration in 2003 and 2011, the Republic of Korea will receive the 4th consideration this year.

□ In December 2017, the Korean government submitted the 5th and 6th periodic reports to the Committee on the Rights of the Child regarding achievements and limitation in terms of child rights in Korea after 2011 and the Government also submitted additional report this August.

○ Since 2011, Korea has accomplished meaningful outcomes such as the withdrawal of reservation through the introduction of the adoption approval system, the enactment of the special act on punishment of child abuse, and the introduction of child benefits.

○ Lack of public awareness to perceive a child as an independent rights holder, lack of public infrastructure for child protection, stress from competitive school entrance system, and lack of leisure will be covered as main issues in the consideration scheduled on September 18 and 19.

○ The Korean government plans to draw up government-wide measures to enhance the rights of children through the Second Master Plan for Child Policy by gathering opinions from children and civil society after the review.

□ The Government delegation composed of the Ministry of Welfare, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Education, the Ministry of Gender Equality and Family, the Ministry of Environment, the Ministry of National Defense, and the Office of Court Administration is expected to depart to Geneva, Switzerland on September 16 to participate in the review.

○ Director-General of Bureau of Population and Child Policy, Deukyoung Koh from the Ministry of Health and Welfare, said “We plan to explain about “The Policies for Children toward Building an Inclusive Society” announced in May and the government’s will to enhance the rights of child”

○ “Regarding the issues, including excessive academic stress and lack of protection on immigrant children, we plan to take this consideration as an opportunity to examine the policies related to the rights of children based on the International standards and set a direction for policies in the future”.
