(4.8) Regular Briefing of Central Disaster and Safety Countermeasure Headquarters on COVID-19

- ▲Plan for enhanced infection prevention and control of high risk groups, ▲stronger administrative order for private educational institutes, and ▲measures to enhance visa·entry restriction, etc. -

□ The Central Disaster and Safety Countermeasure Headquarters held a meeting today presided over by Head Chung Sekyun (Prime Minister) along with the central government and 17 cities and provinces to discuss ▲plan for enhanced infection prevention and control of high risk groups, ▲stronger administrative order for private educational institutes, and ▲measures to enhance visa/entry restriction, and etc. at a comprehensive management center in Government Complex Sejong.

□ Head Chung emphasized, at the meeting, that spread of infection should never break out again in private educational institutes and entertainment establishments and we should substantially reduce the risk during the stronger social distancing drive.

○ He requested each local government to work together to this end in order to increase effectiveness of social distancing such as providing incentives to operation suspension which is currently implemented in 25 districts in Seoul.

○ The Prime Minister also said stricter visa and entry restriction is an effort to minimize risk factors from abroad and ease difficulties the public has gone through, stressing that the situation should be improved by the end of the enhanced social distancing campaign by allowing foreign nationals only with essential and urgent purposes to enter the nation.


1. Plan for enhanced infection prevention and control of high risk groups


□ The Central Disaster and Safety Countermeasure Headquarters announced on April 4 that it would extend the “enhanced social distancing” for another 2 weeks until April 19, adding that it would develop measures to enhance infection prevention and control of high risk groups and work harder to prevent group transmission at an early stage during the drive.

○ At today’s meeting, detailed discussion was held to specifically include nursing hospitals, mental hospitals (closed wards), nursing facilities, churches and other religious facilities into the groups at high risk of group transmission and suggest measures to manage them.

○ There are high rate of the elderly and those with underlying diseases in such groups, whose recovery is relatively difficult in case of being infected with COVID-19. They are also prone to infection since they stay in closed indoor spaces.

□ The quarantine authorities directed these groups to designate managers in charge of infection prevention and control, build emergency contact system within groups, and manage quarantine of facilities.

○ Infection prevention managers should regularly check body temperature of employees, patients, recipients or participants, depending on features of facilities, and if they have respiratory symptoms.

○ Also, they are requested to manage visitors by listing them and checking if they have fever or respiratory symptoms.

○ A patient or recipient displaying fever or respiratory symptom identified should be immediately reported to a health center and isolated in a separate place. When an employee or participant shows such symptom, s/he is not allowed to go to work or enter, and should be reported to a health center.

○ Quarantine managers are asked to cooperate and support inspection of symptomatic cases, and keep maintaining close emergency contact system with responsible departments in a city and district, health centers, fire stations, screening clinics, medical institutes, and etc.

○ They also have responsibility to excuse employees from work for some time who are returning from overseas trip or whose family member is confirmed to get infected or under self-quarantine.

□ If a person reported by a quarantine manager is confirmed to be infected with COVID-19, diagnostic tests should be conducted on all staff members and patients or recipients in a nursing hospital, nursing care facility, or mental hospital related to the infected case.

○ For gatherings such as regular service, pre-meeting, and prayer meeting, religious facilities including churches should designate at least one quarantine manager for each gathering to prevent and manage infection.

- When a case is confirmed in a gathering, diagnostic tests will be conducted on a larger number of contacts identified through epidemiological investigation in proportion to size of the gathering.

□ Guidelines for each facility and diagnostic test including enhanced infection prevention and control measures for high risk groups stated above will be developed by April 10 (Fri) and practically applied in the field from April 11 (Sat).


2. Stronger administrative order for private educational institutes


□ The Central Disaster and Safety Countermeasure Headquarters released that it will strengthen an administrative order targeting private educational institutes at high risk of group transmission.

□ According to an administrative order* to be issued today, private educational institutes are recommended to suspend their operations, or should thoroughly follow quarantine guidelines suggested by the authorities if they are allowed to operate inevitably.

* Prohibition of assemblings and gatherings pursuant to the Article 49.1.2 of the Infectious Disease Control and Prevention Act

○ Under the preventing guidelines, △all lecturers and students are required to wear face masks, △maintain a distance of at least one to two meters from one another during classes, △conduct disinfection and ventilate their venues at least twice a day, △appoint quarantine managers, and list and manage all visitors.

○ If any case violating infection prevention and control guidelines is found through a spot check, prohibition of gatherings will be issued to further enhance management of group transmission.


3. Measures to enhance visa·entry restriction, etc.
