Adjusted social distancing policy for two weeks (4.4.~4.17.)

Based on discussions of various assessment and considerations, the Central Disaster and Safety Countermeasure Headquarters (CDSCH) partially adjusted restriction on business hours and private gatherings for two weeks. Restrictions may be further eased based on considerations of the epidemic situation and medical capacity.


ASSESSMENT AND CONSIDERATIONS

As of April 1, around 300,000-400,000 new daily confirmed cases were being recorded with the spread of the Omicron variant. The number of daily confirmed cases saw a decrease for the first time since the second week of January, indicating that the Omicron peak likely has passed.

* Weekly trend: 282,871 cases (March 11) → 406,977 cases (March 18) → 339,485 cases (March 25) → 280,225 cases (April 1)

On the other hand, the number of hospitalizations of severe illness patients continued to be above 1,000 and the number of deaths continued to increase.

The rate of utilization of beds for severe COVID-19 patients also reached close to 70%, indicating a decrease in the healthcare resource capacity.

Experts assess that the peak has been entered. There is public expectation for easing of restrictions after the peak, especially among the self-employed and small business owners.

The possibility of a further increase in cases in until mid-April cannot be excluded and uncertainties remain including with the BA.2 variant becoming dominant variant and the likely travel increase in the spring season.


ADJUSTED SOCIAL DISTANCING POLICY

In consideration of various comments from health experts, small businesses, affected industries, and local governments discussed in the New Normal Recovery Support Committee, the adjustment of social distancing policy measures for the next two weeks was made partially around business operating hours and social gathering. Restrictions may be further eased based on considerations of the epidemic situation and medical capacity.

If the daily caseload continues to fall and the number of severe cases and the health system capacity is stable over next two weeks, considerations will be made to remove most measures including rules on business hours, private gatherings, and large events, with exception of indoor mask wearing and other core public health rules.

The following adjusted social distancing measures are effective from April 4 to April 17.

○ (Period) Mon, Apr. 4 – Sun, Apr. 17 (for two weeks)

○ (Business hours) Until 11 PM for facility groups 1, 2, 3, and other selected facilities → Until 12 AM for groups 1, 2, 3 and other selected facilities

○ (Private gatherings) Up to 8 persons regardless of vaccination status → Up to 10 persons regardless of vaccination status (Existing exceptions, such as co-habitating family and caretakers (of children, seniors, persons with disabilities, etc.), maintained.)

○ (Others) Other measures maintained for events, assemblies, etc.

Despite the rules being eased, the government urged the public to actively observe the basic public health and hygiene rules, such as wearing masks indoors, washing hands, and frequent disinfection/ventilation.

(Business hours) Until 12 AM for groups 1, 2, 3 and other selected facilities
- Group 1: Night entertainment facilities, etc.
- Group 2: Restaurants/cafes; karaoke (coin) rooms; baths/saunas; indoor sports facilities
- Group 3 & other selected facilities: Private academies*; PC rooms; movie theaters/performance venues**; arcades; multi-rooms; casinos; party rooms; massage parlors***
* Only applies to lifelong vocational academies
** Starting time of screening/performance must not pass 12 AM (must end within 2 hours by 2 AM)
*** Excluding massage parlors operated and/or employing visually impaired persons pursuant to the Medical Service Act

(Events, assemblies) Up to 299 persons (nationwide) regardless of vaccination status
- Events of 300 persons or more (e.g. irregular performance venues, sports competitions, festivals) allowed under the approval of related institutions
- No capacity limit (but must comply with basic COVID-19 protocols) for events related to public affairs, corporate activities* and separate events deemed permissible under law, etc.
* Scope: Events related to public affairs and essential business activities (e.g. corporate AGMs), Separate COVID-19 protocols apply to exhibitions, expos/fairs, academic/international conferences, etc.

(Religious facilities) Up to 70% capacity for regular religious activities regardless of vaccination status
- Up to 299 persons allowed for religious events according to restrictions on gatherings and events

(Other) Facilities must comply with basic COVID-19 protocols, such as no eating and frequent disinfection/ventilation
