We Create A Society Where Persons with Disabilities live with others without Discrimination!
- Established the 5th Comprehensive Plan of Policies for Persons with Disabilities including the Abolishment of Disability Grading System, Adoption of Family Doctor System, and Improvement of Disability Pension system -

□ The Prime minister, Lee Nak-yeon, hosted the 19th Policy Coordination Committee for Persons with Disabilities (Chairperson: prime minister) at Government Complex-Seoul on March 5th (Monday) in the afternoon.

ㅇ The meeting was hosted right before the Pyeong Chang 2018 Paralympic Winter Games, in order to raise the national attention and consolidate the political will on disability policies.

ㅇ In the meeting, “The 5th Comprehensive Plan of Policies for Persons with Disabilities” was reviewed, and “Plans to abolish the Disability Grading System” were shared and discussed.
□ The 5th Comprehensive Plan of Policies for Persons with Disabilities, which is a pan-governmental plan established every five years under the 「Act on Welfare of Persons with Disabilities」, contains the goals of state affairs on national disability policies.

ㅇ The vision of the 5th Comprehensive Plan (2018-2022) is to create the “Inclusive society where persons with disabilities live independently”. It includes 5 sectors such as △reforming the welfare‧health system, △ensuring the opportunities in the fields of education‧culture‧sport, △strengthen the basis for economical independence, △strengthen the rights and safety, △social participation, with 22 key goals and 70 measures.

□ The main contents were as below.

ㅇ Abolish the Disability Grading System in 2019 and adopt a comprehensive assessment system in order to provide the customized service that fits better with the needs and conditions of persons with disabilities.

- Establish a support center that helps person with disabilities who live in the facilities to be independent in the community after deinstitutionalization, and provide the public rental housing and financial aid for settlement.

ㅇ Establish a public rehabilitation & health care center for children to provide the rehabilitation service for children with severe disabilities, introduce the family doctor system and designate medical check-up centers to manage the chronic diseases that are more prevalent among persons with disabilities (76%) compared to persons without disabilities (33%).


ㅇ Expand the number of special schools (22 schools) and special classes (1,250 classes) to ensure the right of education for persons with disabilities, as well as increase the establishment of schools where have gyms, libraries, etc. that are needed by the local residents so that it can co-exist with the local community.

ㅇ Ensure the opportunities for culture & leisure by increasing the service of Munhwa Nuri Card (70,000 won → 100,000 won) and make accessible tourist sites which are fully available to persons with disabilities.

ㅇ Elevate the participation rate in sports activities by increasing the placement of the sports instructors for persons with disabilities (557 persons in 2018 → 1,000 persons in 2022) to strengthen the sports based on dwelling place, as well as by increasing the sports center for persons with disabilities (15 centers) and activate the sports classes and clubs.

<Economical independence>

ㅇ In order to ensure the multi level income, increase the basic amount of Disability Pension to 250,000 won in 2018, and seek a way to raise it as much as 300,000 won in 2021,

- and raise the additional allowance and disability allowance considering the disability characteristics and age.

ㅇ Strengthen the connection between income and employment by raising employment incentives and minimizing the exclusion of application of the minimum wage,
- and strengthen the support for employment by increasing the employment quota for persons with disabilities (The law is expected to be amended by 2019) and improving the Preferential Purchase of Products Manufactured by Persons with Severe Disability reflecting the sales of production facilities in the employment and treatment for persons with disabilities.

<Rights and safety>

ㅇ Make a mid-long term road map to activate the education for raising awareness on disability, and respond systematically to abuse‧discrimination through institutions for rights advocacy (1 central center and 17 centers in cities and provinces).

ㅇ Organize the legal system to support the safety disadvantaged group, develop a manual for safety education and action in the case of disaster for persons with disabilities, and strengthen the standards of equipments for alarming‧shelter‧safety for persons with disabilities.

<Social participation>

ㅇ Expand the scope of information accessibility for persons with disabilities from websites to mobile apps, software (SW) and ICT-integrated products, and provide the assistive devices for information and communications such as screen-reading software, special mouse, etc. (4,000 persons per year).

- Gradually expand the target of the compulsory BF (Barrier Free) Certification from public institutions to private institutions.

ㅇ Strengthen and ensure the right of mobility for persons with disabilities by increasing the rate of supply of low-floor bus up to 42% (current rate is 19%), developing‧adopting the express‧intercity bus models that are accessible to wheelchair users, and improving the mobility accommodation facilities, such as travelers facilities and pedestrian environment, up to 80% (currently 68% and 72% respectively).

□ The plans to abolish the Disability Grading System were discussed as below.
ㅇ The Disability Grading System categorizes persons with disabilities into 1~6 Grades based on the medical evaluation. For there has been criticism that it could not fully reflect the individual needs and conditions of persons with disabilities.
ㅇ Accordingly, the Government set the abolition of the Disability Grading System as state affairs in order to ensure the rights of persons with disabilities, and formed the legal basis for abolishing the Disability Grading System by amending the Act on Welfare of Persons with Disabilities in last December,
- and has discussed in depth through a public-private council for the abolition of Disability Grading System with stakeholders including the disability experts for 6 times since last October to make a detailed plan
ㅇ The plan to abolish the Disability Grading System is mainly comprised of ① make a new standard for service, which can replace the grades, and ② build a customized delivery system.
- (new standard) While the Disability Grading System will be abolished in July 2019, the comprehensive survey to provide services which investigates the overall needs, conditions, etc. of the persons with disabilities will be adopted step by step.
- (customized delivery system) To support the independent lives of persons with disabilities in community, it is planned to increase the outreach services through community center at Eup‧Myeon‧Dong, discover & connect the private resources of the local community by creating a public-private council which takes full charge of persons with disabilities in Si‧Gun‧Gu, and strengthen the professional case management.
□ The prime minister Lee Nak-yeon closed the meeting by requesting to “implement the 5th Comprehensive Plan of Policies for Persons with Disabilities according to plan, to support the independent living of persons with disabilities and make a basis for them to live together with persons without disabilities in the community.”
ㅇ Also, he added that “the active support from all ministries is needed to hold the successful Pyeong Chang 2018 Paralympic Winter Games to show that a good country for all is a country where persons with disabilities are happy.”
