The Central Disaster and Safety Countermeasure Headquarters (headed by Prime Minister Kim Boo-kyum) held a meeting yesterday at the video conference room of Government Complex Sejong presided over by Vice Head 1 (Minister of Health and Welfare Kwon Deok-cheol) and attended by the central ministries and 17 major local governments to discuss the weekly risk evaluation and related response measures*, fees paid by National Health Insurance to healthcare providers to enhance pregnancy care for pregnant mothers with COVID-19, and the current status and response of local governments in relation to the pandemic.

The Central Disaster and Safety Countermeasure Headquarters discussed ways to make improvements to fees paid by National Health Insurance to healthcare providers to prevent the possible void in pregnancy care for pregnant mothers with COVID-19 after receiving the related report from the Ministry of Health and Welfare (Minister Kwon Deok-cheol).
The Central Disaster Management Headquarters had submitted a report on ways to improve the healthcare response system for emergency and special patients with diseases other than COVID-19 on Feb. 25 and continues to secure additional beds for such patients to establish zone-specific delivery and pregnancy care infrastructure accordingly.
In addition, the need to allow pregnant mothers with COVID-19 to safely give birth at community hospitals and clinics of their choice has been highlighted, and thus a comprehensive package of compensation measures for related staff and facilities was crafted.
Additional fees will be paid to healthcare providers regardless of type for the cases of childbirth by pregnant mothers with COVID-19, with co-payments exempted for additional costs.
* Delivery and pregnancy care expenses for pregnant mothers with COVID-19 (newly established): Natural delivery KRW 1.75-2.01 million and Caesarian section KRW 1.2-1.38 million
** Examination and treatment expenses related to natural delivery and Caesarian section irrelevant with COVID-19 are to be paid by patients.(Legally specified co-payment rate: 0% for natural delivery and 5% for Caesarian section)
The government plans to provide guidance to healthcare providers on the temporary application of the said fees for two months from Feb. 25-Ap. 30, 2022 and monitor the policy effects to utilize the findings for securing essential healthcare infrastructure, etc.

【Changed Testing and Treatment System】 Based on the changed testing and treatment system that now encompasses community clinics (as of February 3), those who are not subject to priority PCR testing can undergo a rapid antigen test (RAT)* at respiratory clinics and healthcare institutions designated for respiratory system examinations.
* RAT can be performed by individuals using self-diagnostic kits purchased at pharmacies, etc., or at private healthcare providers (respiratory clinics and healthcare institutions designated for respiratory system examinations) or (temporary) screening stations of public health centers.
As of 17:00, Mar. 7, a total of 7,321 healthcare providers (458 respiratory clinics and 6,863 healthcare institutions designated for respiratory system examinations) are available nationwide for RAT.
The list of respiratory clinics and healthcare institutions designated for respiratory system examinations can be viewed on the Health Insurance Review and Assessment Service website and the website dedicated to the updates of the government’s COVID-19 response.
【Realigned At-Home Treatment System】 The government is continually stepping up its capacity and resources for at-home treatment management in preparation for the further spread of the Omicron variant and the drastic increase in asymptomatic and mild cases.
There are 859 healthcare institutions (as of 00:00, Mar. 8) responsible for monitoring those under at-home treatment subject to focused management (twice per day). They are capable of monitoring over 240,000 patients requiring focused management.
A total of 7,918 community clinics* are available for telephone consultations and prescriptions for patients self-isolated at home subject to general management (as of 17:00, Mar. 7).
* Including those scheduled to be put into operation
A total of 227 at-home treatment consultation centers nationwide are being operated around the clock (as of 17:00, Mar. 7).
Also, outpatient centers at 145 locations (as of 00:00, Mar. 8) offer face-to-face patient care for those deemed to require tests, treatment, surgery, short-term hospitalization, etc., during at-home treatment.
The list of community clinics offering telephone consultations and prescriptions and outpatient centers can be viewed on the websites of Health Insurance Review and Assessment Service and some local governments.
The Administrative Guidance Center for Patients under At-Home Treatment is being operated at 238 locations (as of Mar. 6) by individual local governments to provide guidance on the details of at-home treatment, the date of release from self-isolation, etc.
