OBJECTIVES OF THE PROGRAMME :
To assist countries in the Region in the design, establishment and promotion of comprehensive health policies, using the Health-21 framework as reference: to enable countries to benefit from international experience in reforming their health systems, stressing the aspects of quality, accessibility, human rights and efficient use of resources; to ensure that international  aid, when necessary, is used efficiently and in line with the country\''s health policy; to assist the countries to mange emergencies and health hazard situations; to provide countries with fora in which they can find solutions to their present and envisaged problems.
THE SUCCESSFUL CANDIDATE WILL :
Heve overall managerial responsibility for the final outcome, as well as for the overall planning, monitoring and evaluation of WHO/EURO programmes in the field of Partnership for Country Health Development; guide, coordinate, stimulate, facilitate and supervise the work performed by the units assigned, currently: Eurohealth, including Centre for Urban Health; Health Policy and Services, including WHO European Centres, Partnerships in Health and Emergency Assistance, Partnership Development(resources mobilization staff).
QUALIFICATIONS REQUIRED :
EDUCATION AND SKILLS :
University degree at highest level in social or medical sciences. Postgraduate degree in the field of public health(Masters or preferably Doctorate level). Additional qualifications in applied public health policy, planning or management would be an asset. Excellent skills in strategic management, applied to health fields in international settings. Strong sense of leadership and responsibility. Ability to promote effective human relations and to motivate and encourage staff of different disciplines and cultures. Excellent oral and written communication skills. Ability to negotiate with officials in Member States and in other Organizations. Knowledge of WHO policy and programmes and computer skills.
EXPERIENCE :
Extensive and progressively responsible experience at country and international levels, in positions that required strong public health leadership, policy development work, strategic planning, managing change and team building.
LANGUAGES :
Very good knowledge of English with good working knowledge of French, German or Russian.
ANNUAL SALARY(net of fax) :
US$68,893 at single rate and US$74,533 with 
primary dependants. POST ADJUSTMENT : 12.2% of the above figures. The percentage is to be considered as indicative since variations may occur each month either upwards or downwards.
